NEW FDA USER FEES TOTALING $228 MIL. IN FY 1995 PROPOSED in President Clinton's budget request submitted to Congress Feb. 7. The user fees would be collected "from industries other than prescription drugs, medical devices and mammography...that benefit from FDA activities," according to materials released by the Health and Human Services Department at a Feb. 7 budget briefing. The additional funds generated by the new user fees would be used to "reduce FDA's reliance on appropriated funds," FDA said in a Feb. 8 "Talk Paper" on the budget.
