CIR ISSUES 14 FINAL REPORTS ON 19 INGREDIENTS IN 1993, the Cosmetic Ingredient Review noted in its recently released 1993 annual report. Two of the final reports stated that the ingredients were safe as used in cosmetics, eight designated ingredients to be safe for use with qualifications and three noted that the panel had insufficient data to support the ingredients' safety. One final report found the hair dye ingredient HC Blue #1 to be unsafe. However, the colorant currently is not used in any cosmetic formulations, according to data submitted to FDA by industry under the voluntary reporting program.
