NINE ANIMAL TESTING BILLS UNDER CONSIDERATION IN FOUR STATES -- New York, Illinois, Massachusetts and Vermont -- in 1994. Six of the bills are in New York, with one in each of the remaining states. Almost all of the bills are carry-overs that moved little or were inactive in 1993. Several of the bills would prohibit the use of animal eye and skin irritancy test methods to establish the safety of cosmetic products or ingredients.
