EPA CONSUMER/COMMERCIAL PRODUCT VOC REDUCTION REPORT TO CONGRESS will be submitted by the end of June, Bruce Moore, the program manager for the Environmental Protection Agency's report to Congress on regulation of volatile organic compounds in consumer and commercial products, told the National Aerosol Association at its annual meeting April 14 in Tucson, AZ. The report, mandated under the Clean Air Act Amendments of 1990, will contain a list of the consumer and commercial products that account for at least 80% of VOCs emitted by all consumer and commercial products in areas not meeting National Ambient Air Quality Standards for ground level ozone. It will divide these products into four priority groups for regulation.

ModiFace launches forecasting tool: Toronto-based virtual makeover firm introduces ShadeCast, a makeup sampling and forecasting tool based on behavioral tracking. ShadeCast is used in conjunction with iPhone application MakeUp, which allows consumers to virtually try on makeup in hundreds of shades from brands including Revlon, Cover Girl, Lancome and Clinique. ShadeCast offers 1,000 cosmetic shades from 40 brands and assigns a ShadeScore "to approximately position the [app's] hottest and most sampled color." ModiFace exec Nikkie Gatto likens the app to radio music playlists, helping consumers "looking to capture the current look, but also provide vital market intelligence to our retail channel partners," she says in Nov. 3 release.
