FDA cosmetics budget: FDA's cosmetics safety and labeling program budget is slated to grow 6.6% to $6.7 mil. in fiscal year 1996, with 70 full-time equivalents, FDA says in a "justification" document for its FY 1996 budget request to Congress. Based on current estimates, the cosmetics budget for FY 1995 is $6.3 mil., with 71 FTEs. Of the $6.7 mil. proposed for the cosmetics program in FY 1996, $300,000 would be used for cosmetic samples analysis and $200,000 would be earmarked to cosmetics inspections. Cosmetics Safety and Labeling would account for 2.9% of the proposed foods programs budget of $232.9 mil., which would grow 8.6%, or $18.4 mil., from the fiscal 1995 budget estimate of $214.6 mil...

ModiFace launches forecasting tool: Toronto-based virtual makeover firm introduces ShadeCast, a makeup sampling and forecasting tool based on behavioral tracking. ShadeCast is used in conjunction with iPhone application MakeUp, which allows consumers to virtually try on makeup in hundreds of shades from brands including Revlon, Cover Girl, Lancome and Clinique. ShadeCast offers 1,000 cosmetic shades from 40 brands and assigns a ShadeScore "to approximately position the [app's] hottest and most sampled color." ModiFace exec Nikkie Gatto likens the app to radio music playlists, helping consumers "looking to capture the current look, but also provide vital market intelligence to our retail channel partners," she says in Nov. 3 release. "The value of data to demonstrate the aggregate behavior will help the industry predict the latest trends and help cosmetic manufacturers better understand the color and products which most resonate with online and iPhone virtual makeover users," the company says
