Executive Summary
CALIFORNIA VOC REDUCTIONS FOR PERSONAL CARE PRODUCTS, for the most part, have "already been accomplished," CTFA said in comments filed with the California Air Resources Board (CARB) on June 19. The letter from CTFA responds to CARB's April 11 list of 93 consumer products (including 26 health and beauty aids) under consideration for regulation by July 1997 as part of the agency's State Implementation Plan (SIP) for setting limits on volatile organic compound emissions. The plan was submitted to the U.S. EPA in November ("The Rose Sheet" Nov. 28, p. 3).
