HC ORANGE NO. 1 RECOMMENDED CONCENTRATION LIMIT INCREASED TO 3% for hair dye formulations by the Cosmetic Ingredient Review Expert Panel at its June 4 meeting in Washington, D.C. In a final report, the panel unanimously voted to increase the allowable concentration of HC Orange No. 1 to 3%, based on percutaneous absorption data submitted by Clairol. The decision revises upward the panel's tentative recommendation in December that .15% should be the maximum concentration level.
