Executive Summary

CALIFORNIA RIGID PLASTICS RECYCLING EXEMPTION BILL FOR COSMETICS PASSED by the State Assembly and Senate in late August and has been forwarded to Governor Pete Wilson (R) for his approval. The bill, SB 1155, permanently exempts cosmetics, food and beverages from the state's Rigid Plastic Packaging Container law (RPPC), which requires that plastic containers either: (a) contain 25% recycled content; (b) be source reduced by 10%; or (c) be reused/refilled at least five times.
