Executive Summary

EPA VOC rulemaking: CTFA and the Chemical Specialties Manufacturers Association file Nov. 21 amicus brief in Dunn-Edwards et al. v. U.S. EPA supporting Environmental Protection Agency. A coalition of regional paint manufacturers including Dunn-Edwards filed suit in Los Angeles federal court against EPA Sept. 10 in an attempt to halt the agency's national volatile organic compounds rulemaking. CTFA and CSMA argue against Dunn-Edwards' contention that EPA failed to satisfy its "statutory requirements" and assert that the agency "provides an effective basis for the development" of the regs, which will have an impact on both the personal care and architectural coatings industries ("The Rose Sheet" Nov. 18, p. 4). The final rule setting VOC limits for personal care products is expected to be final in 1997...
