Because the agency's regulatory programs for foods and cosmetics "share...many scientific characteristics," the Office of Cosmetics & Colors should not be moved to the Center for Drug Evaluation & Research, as has been discussed by FDA, CTFA maintains. Placement of the cosmetics office under CDER would be "disruptive and counterproductive," the trade association asserts.
