National guidelines to reduce volatile organic compounds in consumer products must be completed by Aug. 15 under a proposed consent decree settling a lawsuit filed by the Sierra Club. Notice of the consent decree and a solicitation for comments were published in the March 13 Federal Register. The Sierra Club filed suit against the Environmental Protection Agency Feb. 22 in D.C. federal court, alleging the agency "failed to meet a mandatory deadline" to issue a final rule on VOC emission reductions. In the proposed VOC reduction reg issued in 1996, EPA said a national rule limiting VOC emissions in consumer products including hair sprays, nail polish removers and shave creams would be completed by 1997 ("The Rose Sheet" April 8, 1996, p. 11).
