Executive Summary

CTFA REQUESTS ADDITIONAL $5 MIL. IN FDA APPROPRIATIONS FOR COSMETICS regulatory programs in March 31 testimony submitted by Cosmetic, Toiletry and Fragrance Association President Edward Kavanaugh to the House Appropriations/ Agriculture Subcommittee hearing on the FDA fiscal 1999 budget. Stressing the need for the additional funding, the trade association maintains a larger budget would be "essential to ensure continuing confidence in the safety of personal care products." The funding "should be provided through increased appropriations rather than through reallocation of existing resources or through user fees," the trade group asserts. However, "if increased appropriations are not possible, we ask that you instead reallocate and expressly earmark $5 mil. for the regulatory program for cosmetics" within the Center for Food Safety & Applied Nutrition, Kavanaugh urges in prepared testimony.
