Executive Summary

JAPANESE COSMETICS PRE-APPROVAL PROCESS LIKELY TO BE ABOLISHED BY March 2001 as international harmonization efforts continue, according to Japanese Cosmetics Industry Association Senior Managing Director Toru Arimoto. The JCIA exec told attendees of the European conference Global Cosmetic Regulatory Harmonization that he did not expect "any objection" from the Japanese government to end the current system. The U.S. Cosmetic, Toiletry and Fragrance Association and the European Cosmetic, Toiletry and Perfumery Association (COLIPA) have "strongly requested" the abolition of Japan's lengthy pre- approval and licensing system, he noted. The conference, sponsored by COLIPA and the Italian cosmetic trade association UNIPRO, was held in Florence, Italy, April 22-23.
