Executive Summary

A $2.5 mil. increase to the Office of Cosmetics & Colors budget was voted for during full House Appropriations Committee markup June 16. Report language notes FDA has announced "significant reductions to its regulatory efforts" for cosmetics. The committee said it "disagrees with the elimination of this office," and "the Office of Cosmetics & Colors provides standards for both industry and consumers to assure the safety and effectiveness of products." The bill allocates $214.1 mil. to food programs, which includes the Center for Food Safety & Applied Nutrition. The allocation is about $10 mil. more than the Senate Appropriations Committee recommended for foods and roughly $15 mil. more than the President requested ("The Rose Sheet" June 15, In Brief).
