Executive Summary

Child-resistant packaging for products containing 10% or more hydrocarbons by weight with a viscosity of less than 100 SUS at 100[degrees]F recommended by the Consumer Product Safety Commission in a proposed rule published in the Jan. 3 Federal Register. As expected, the proposal includes most baby oils, some bath and suntan oils, free-flowing makeup removers and nail/cuticle conditioners. Makeup remover pads and aerosol spray cans are exempt.
