Executive Summary

Incidents involving mineral oil-containing cosmetics requiring medical attention are "so rare, such products should not be included" in the Consumer Product Safety Commission's proposed hydrocarbon rule, CTFA says in its fourth set of comments on the draft reg. The group also asks for clarification that pump sprays with permanent dispensers will be exempt from the rule.
