Executive Summary
California Senate Appropriation Committee suspends Plastic Pollution Prevention Fee legislation, SB 1069, May 21 pending further action to be taken before May 30, according to office of Sen. Wesley Chesbro (D-Division 2), who introduced legislation in February. California legislative protocol mandates all proposed legislation that will cost more than $150,000 to implement be reviewed. Committee must vote to move bill from suspense to Senate floor by May 30 or it could remain suspended until next year. CTFA and other consumer groups oppose bill, which would impose packaging tax on manufacturers of rigid plastic containers that do not comply with state-mandated recycling levels (1"The Rose Sheet" May 14, p. 10)
