Executive Summary
Second staff proposal for volatile organic compound standards for the 2004 consumer products regulation amendments were released March 3 and include breakout for aerosol products within the hair styling category. Proposal recommends 6% VOC standard for aerosol hair styling products compared with zero limit for liquid, pump spray, semi-solid and solid stylers. Other standard proposals for nail coatings, insect repellant and shaving gel remain unchanged from initial staff recommendations released last year (1"The Rose Sheet" Dec. 15, 2003, p. 11).
