Clinton's proposed fiscal year 2000 budget for FDA cosmetics safety and labeling activities totals $5.2 mil., unchanged from the current year's appropriations, according to HHS' FY 2000 "Justification of Estimates for Appropriations Committees and Performance Plan." FDA requesting comment on color and food additives premarket review and approval in the Federal Register May 5.
