Executive Summary
Proposed duty increase on substances derived from wool, including lanolin, "would have a significant, deleterious effect on the U.S. cosmetics industry," CTFA asserts in comments to the U.S. Trade Representative. Lanolin, used in 25 cosmetics formulations, is included on USTR's tentative list of products subject to a 100% tariff if the European Union does not comply with the World Trade Organization's ruling on the EU's ban on U.S. hormone-treated beef ("The Rose Sheet" April 12, In Brief). A worldwide shortage of lanolin already exists, CTFA points out, adding that the price of the ingredient has increased 40%-50% in the past nine months. In addition, EU lanolin is preferred over other sources. The issue was further complicated by a May 3 Commission report, which found that the hormones used to treat U.S. beef are carcinogenic. The U.S. countered the findings, stating four decades of studies have proven the contrary
