Executive Summary
Legislation that would have required manufacturers to notify the California Office of Environmental Health Hazard Assessment of cosmetic or personal care products containing any ingredient known to cause cancer or reproductive toxicity failed to pass the California State Assembly Committee on Health Aug. 26. Bill was pared down from the version introduced by assembly member Judy Chu (D-49th), which also sought to prohibit the manufacture and sale of products containing phthalates. Legislation passed the Senate Aug. 24, but met opposition in the Assembly (1"The Rose Sheet" July 5, 2004, p. 5). Measure is the second introduced this year by Chu seeking to regulate personal care ingredients. AB 2025, which would have banned known carcinogens and reproductive toxins in cosmetics, was shelved by the health committee in April (2"The Rose Sheet" April 26, 2004, p. 5)...
