Executive Summary

FDA receives $150 million in additional funding for fiscal 2008 in the Supplemental Appropriations Bill of 2008, H.R. 2642, signed June 30 by President Bush. The appropriation includes $66.8 million for the Center for Food Safety and Applied Nutrition, which houses the Office of Colors and Cosmetics, $28 million for the Center for Drug Evaluation and Research and $12.7 million for the Center of Biologics Evaluation and Research. In an effort led by Pennsylvania Republican Arlen Specter, the Senate initially approved giving FDA $275 million in additional fiscal 2008 funding, but the administration vowed to veto those elevated spending levels. FDA received a $1 million increase dedicated to cosmetics oversight in fiscal 2008 in an omnibus bill passed in January (1"The Rose Sheet" Jan. 7, 2008, p. 5). House appropriators now are looking for progress on fiscal 2009 appropriations despite partisan differences (see 2related story)...
