"Only representatives" registering chemicals under REACH on behalf of downstream users that import the substances from non-EU-based manufacturers are "more at risk of non-compliance," the European Chemicals Agency says, calling for improved communication in chemical supply chains. ECHA's Enforcement Forum found a third of only representatives to be in breach of the EU's REACH law.
