EC Proposes Harmonizing Cosmetics Safety, Labeling With U.S. Through TTIP

Executive Summary

As negotiators from the U.S. and the European Commission continue discussing ways to further trade between the two regions as part of the Transatlantic Trade and Investment Partnership, the EC recommends a “regulatory convergence” for the cosmetics sector. In a position paper, the EC proposes mutual recognition of lists of prohibited and allowed substances in cosmetics, among other measures.

Divergent regulatory approaches in the U.S. and EU and the jurisdictions’ dramatically lopsided lists of banned cosmetic substances have complicated negotiations on potential regulatory alignments in the cosmetics sector under the Transatlantic Trade and Investment Partnership. Talks continue to explore “if a substance has been approved in the European Union following a risk assessment, it can be taken into account by the U.S. regulators,” EU Chief Negotiator Ignacio Garcia Bercero said.
