EC Seeks Comment On Proposed Cosmetic Preservative, Colorant Bans

Executive Summary

Chloroacetamide was deemed unsafe for use in cosmetics by the Cosmetic Ingredient Review Expert Panel in 1991, so a ban on the preservative in the European Union may have limited impact, but the proposed measure continues a concerning trend that is depleting industry's options for preserving cosmetic products. The European Commission seeks feedback on that proposal and another that would prohibit zinc oxide's use as a colorant in applications with the potential for lung exposure through inhalation.

European Scientific Committee Not Budging On Recommended MI Restrictions

The Scientific Committee on Consumer Safety is not swayed by Cosmetic Europe's updated data submission suggesting that methylisothiazolinone can be safely used to preserve cosmetic products in concentrations as high as 100 ppm, taking issue with industry's Quantitative Risk Assessment model for dermal sensitization and tests cited in the trade group's calculations. The committee stands by its position that MI is unsafe for use in leave-on cosmetics and should be restricted to 15 ppm in rinse-off products.
