Executive Summary
SENATE PRODUCT LIABILITY BILL REPRISES $250,000 PUNITIVE DAMAGES CAP, prohibiting punitive awards exceeding that amount under any circumstances for businesses with less than 25 full-time employees. Introduced Jan. 21 by Sen. John Ashcroft (R-Mo.), the "Product Liability Reform Act of 1997" (S 5) is identical to the bill passed by both houses of Congress in March 1996 and subsequently vetoed by President Clinton in May ("The Gray Sheet" May 6, In Brief).
