Executive Summary
A substitute amendment to SB 678, which would exempt cosmetics and medical devices packaging from complying with a 1989 law requiring plastic packaging to contain at least 10% recycled material by Jan. 1, 1995, clears the Senate Environment and Energy Committee Feb. 16.
