Executive Summary

A substitute amendment to SB 678, which would exempt cosmetics and medical devices packaging from complying with a 1989 law requiring plastic packaging to contain at least 10% recycled material by Jan. 1, 1995, clears the Senate Environment and Energy Committee Feb. 16. The bill is scheduled to be heard before the full Senate Feb. 22. CTFA has testified in favor of the exemption based on FDA safety concerns
