Executive Summary

Is considered convening a consultative panel consisting of members of the National Advertising Review Committee (NARC), NARB's governing body, to discuss whether review of labeling claims is within NARB's purview. Consideration of such action was promoted by a recent appeal to NARB by Schering-Plough requesting that the group review a National Advertising Division of the Council of Better Business Bureaus (NAD) decision on labeling for Neutrogena Chemical-Free Sunblocker. While NAD asked Neutrogena to change its advertising, no recommendations were made for altering the labeling of the product ("The Rose Sheet" May 2, p. 5). NARB recently declined to review the case, claiming that it has no authority over labeling claims ("The Rose Sheet" May 23, p. 1)
