CONNECTICUT HAIRSPRAY VOCs WOULD BE LIMITED TO 55% BY WEIGHT BY JAN. 1, 1998, according to a draft regulation covering consumer product volatile organic compounds (VOCs) released Aug. 4 by the Connecticut Department of Environmental Protection's (DEP) Bureau of Air Management. The 55% by weight limit would be the final VOC level of a two-step phased-in VOC reduction plan. The first hairspray VOC limit -- 80% by weight -- would have to be met by Jan. 1, 1996. The two-tier draft proposal is similar to California's consumer products reg, which limits hairspray VOC content to 80% by weight on Jan. 1, 1994 and 55% by weight on Jan. 1, 1998 ("The Rose Sheet" Sept. 3, 1990, p. 3).
