Executive Summary
State proposed amendment to the final rule limiting VOC content no longer contains provision limiting hairspray emissions to 55% in products manufactured after Jan. 1, 1998. However, hairsprays are still covered by the 80% VOC limit mandated by Texas' final rule passed May 4 ("The Rose Sheet" May 30, In Brief). The amendment is expected to be proposed by the Texas Natural Resources Conservation Committee in early October
