CIR CHANGING ALLOWABLE CONCENTRATIONS OF CETRIMONIUM CHLORIDE, cetrimonium bromide and steartrimonium chloride in leave-on cosmetic products to .25% from .1% after taking a second look at data on the ingredient. The Cosmetic Ingredient Review (CIR) expert panel, at its Sept. 12-13 meeting in Washington, D.C., changed the status of the report on the group of quaternary ammonium salts from final back to tentative. Like all tentative reports, it will now be subject to a 90-day public comment period. The ingredients continue to be designated as safe as used in rinse-off products. They are used in a total of 205 preparations, 102 of which are hair conditioner products, according to FDA data from 1994.
