Executive Summary
Oregon packaging bill: SB 949 goes to the state Senate floor after unanimously clearing the Senate Appropriations Committee on April 26. The bill replaces SB 361, which was introduced by the Senate Agriculture, Natural Resources and Environment Committee at the request of various organizations, including CTFA ("The Rose Sheet" Feb. 13, p. 1). Unlike the earlier bill, SB 949 would not exempt federally regulated products from the state's Rigid Plastic Container Law. The measure, however, would extend the compliance deadline to Jan. 1, 1998 for those consumer products, including cosmetics, soaps and detergents, that are subject to the law.
