Massachusetts fragrance insert bill: Amendment to H 4246 requires that all fragrance inserts distributed or sold throughout Massachusetts "contain only microencapsulated oils" and be enclosed in "glue tabs or binders...to prevent premature activation," according to the bill. Violators of the new law will be subject to a $100 fine for each mass mailing or mass periodical publication. H 4246 was amended prior to being signed into law by Massachusetts Governor William Weld (R) on May 24. The amendment was supported by the Cosmetic, Toiletry, and Fragrance Association, which had asked that the proposed bill incorporate current U.S. Postal Service regs. The June 17 issue of "The Rose Sheet" incorrectly reported that all samples were required to be "enclosed in an odor proof, sealed packet"...
