DUTY-FREE SOCIO-ECONOMIC "IMPACT REPORT" BY EC URGED by Association Francaise du Commerce Hors Taxes (AFCOHT) President Jean Levy at the European Cosmetic, Toiletry and Perfumery Association Information Day Feb. 4 in Brussels. A European Commission report measuring the effects of the upcoming June 30, 1999 ban on duty- and tax-free sales in the European Union would demonstrate negative economic and social consequences, Levy predicted. He called upon industry and the commission to "start a new dialogue" on the impending ban, maintaining that social and economic factors have changed since the commission's 1991 decision to abolish EU tax- and duty-free markets.
