Executive Summary
CIR DEEMS ACID VIOLET 43 SAFE WITH QUALIFICATIONS that meet the specifications delineated by FDA for a similar chemical, the certified color additive D&C Violet #2. Of particular concern to the expert panel was the presence of p-toluidine in Acid Violet 43 in amounts greater than .1%, which is addressed by FDA for D&C Violet #2 certification. Donald Belsito, MD, University of Kansas Medical Center, who headed the review on Acid Violet 43, noted that "since we know that p-toluidine can create problems, I would move that we rule that Acid Violet 43 is safe for use as a hair colorant as long as it meets specifications of the external D&C Violet #2." FDA's safety criteria for the certified color additive limit the concentration of p-toluidine, a potential carcinogen, to no more than .1%. The Cosmetic Ingredient Review Expert Panel issued a tentative report for Acid Violet 43 at its meeting in Washington, D.C. March 20.
