NATIONAL VOC REDUCTION RULE IMPLEMENTATION SET FOR NOVEMBER under an Environmental Protection Agency final rule regulating volatile organic compound bi-weight levels in 24 consumer products. Under the rule, signed Aug. 14, manufacturers of seven personal care categories -- hair sprays, mousses, gels, shave creams, nail polish removers and underarm aerosol antiperspirants and deodorants -- will be required to come into compliance with the federal VOC emission standards 90 days after publication in the Federal Register. The 90-day period, consistent with the proposed rule, "provides adequate time for the vast majority of regulated entities to achieve compliance," the reg declares. The Federal Register publication date is still pending but is expected before the end of August.
