In comments to FDA, the Cosmetic, Toiletry and Fragrance Association and the Nonprescription Drug Manufacturers Association maintain that "while individual sunscreen ingredients may have varying photostability profiles," SPF products using a combination of two or more active ingredients "can result in the enhancement of photostability of the formulation."
