Executive Summary
FDA has designated the sunscreen ingredient zinc oxide as generally recognized as safe and effective at concentrations up to 25% if the product provides at least SPF 2. Zinc oxide also can be used at concentrations of 2%-25% in combination with any other Category I sunscreen ingredient except avobenzone, the agency states in an Oct. 22 notice of proposed rulemaking.
