This article was originally published in The Rose Sheet

Executive Summary

California Air Resources Board sets volatile organic compound limits on hair mousse at 6% starting Dec. 31, 2002 and nail polish remover at 0% starting Dec. 31, 2004. The nail polish remover regulation allows for the use of acetone. A proposed 5% VOC level for shave gels, which CTFA had argued could not be formulated, was dropped from the list earlier in the process (1"The Rose Sheet" Aug. 23, In Brief). CTFA testified against the rule at a CARB hearing Oct. 28-29
