Executive Summary
European Commission is requesting opinions from its Scientific Committee on Consumer Products for a UV filter and two hair-dye ingredients, according to June 30 documents. Dimethicodiethylbenzalmalonate, or polysilicone-15, is authorized for use as a UV filter in concentrations up to 10% in sunscreens and other cosmetic products. EC asks whether those parameters should still apply in light of results from acute exposure testing that will classify ingredient as toxic by inhalation. SCCP also is being asked to weigh in on safety of HC Yellow No. 2 and Basic Violet 2 - the former as oxidative hair dye at maximum concentration of 0.75% on the scalp and as non-oxidative hair dye at maximum concentration of 1% in finished cosmetic products, the latter at concentrations of 1% on the scalp and 0.5% in finished products...
