SCCS to consider nano-TiO2

Executive Summary
European Commission asks Scientific Committee on Consumer Safety to weigh in on the UV filter titanium dioxide - specifically safety of titanium dioxide in its nano-sized form - to update a 2000 Scientific Committee on Consumer Products (SCCP) opinion deeming TiO2 safe at a maximum concentration of 25%. SCCS replaced SCCP in March of this year as the committee charged with advising the EC on the safety of cosmetics and other consumer products. Announced June 19, SCCS has been asked to consider new scientific data on nano-sized particles, "taking into account abnormal skin conditions," and to offer guidance on how regulators should differentiate between nano-sized and conventional TiO2. Separately EC requests that SCCS furnish an opinion on the safety of 2-hydroxyethylamino-5-nitroanisole in non-oxidative hair dyes with a maximum concentration of 0.2%, with consideration given to data from an in vivo unscheduled DNA synthesis assay, submitted by the European Cosmetics Association (COLIPA) in April 2009
