CIR Panel Affirms Hydroquinone Safety, Questions Use Under UV Nail Lights

At its September meeting, the Cosmetic Ingredient Review Expert Panel concluded that hydroquinone and p-hydroxyanisole are safe in gel nail products when LED lights are used in the curing process, but advises use of protective measures when UV lights, or fluorescent lights, are used due to concerns about skin-cancer risks. Separately, panel members issued a final amended assessment for preservative methylisothiazolinone, affirming their earlier tentative decision on the ingredient’s safety in rinse-off and leave-in products.

CIR Expert Panel Proposes Parabens Use Restriction, Still Confident In Safety Overall

The Cosmetic Ingredient Review’s independent experts issued a tentative amended report for 21 parabens at their June meeting in Washington, triggering a new public comment period. The panel continues to back the safety of parabens, including a number that are banned or heavily restricted in Europe, but now recommends limiting parabens’ total concentration in finished cosmetics to 0.8%.

The Cosmetic Ingredient Review’s draft report on brown algae-derived ingredients is up for Expert Panel consideration Sept. 24-25, and five Ginkgo biloba ingredients could receive final safe-as-used sign-off. CIR also seeks the panel’s help in preparing a re-review document for the MI/MCI preservative combination, which is overdue for an updated assessment with usage up significantly since 1992.

CIR Panel Issues Safety Assessments On 445 Ingredients In 2014

The Cosmetic Ingredient Review Expert Panel had “another very successful year” in 2014, reviewing the safety of 445 ingredients, according to CIR Director Lillian Gill. The expert panel issued final safety assessments for nine ingredients and ingredient groups – totaling 252 individual ingredients – during its December meeting.
