Executive Summary
House legislation to prohibit alteration of product identification codes amended in Judiciary/Courts and Intellectual Property Subcommittee with language similar to Senate version. Like its partner bill, HR 2100 now allows products to be repackaged, addressing a concern from wholesalers interested in discounting prices. In addition, the substitute language allows lawful diversion while prohibiting flea market sales. The Senate version, S 2105, was introduced Feb. 24 (1"The Rose Sheet" March 6, p. 4). The substitute bill, introduced by HR 2100 author Rep. Bob Goodlatte (R-Va.), passed the subcommittee 6-3 on March 23
